一、本专题所选的资料,除少数注明其出处者外,均选自中国第二历史档案馆藏国民政府国防部史政局战史编纂委员会档案。
二、本专题所选的资料,为保持档案文件的原貌,一般均按原文照录。少数文件因内容重复或与主题无关部分,则略加删节。电报发报地点,一般从略,但从战区发出者,则于文后注明其发报地点,以便参考。
三、本专题所选的资料,一般以一件为一题,但同一作者先后发出的多篇文电,或同一事的往来文电,则分别组合为一人一题或一日一事一题,并按问题分类,依照文件形成的时间顺序排列。
四、本专题所选的资料,一般均由编者拟定标题,并加标点。其沿用原标题原标点者,则加注说明之。
